BACKGROUND

LAW is looking for a consultant to carry out a rapid final evaluation of one of its projects funded by Norad in South Sudan. The project focused on raising awareness on the role of women in transitional justice processes, empowering women to engage with transitional justice mechanisms when created, and more generally supporting the implementation of the Women, Peace and Security Agenda in South Sudan.

The project was implemented through four national partner organisations, which deployed 8 paralegals to gather feedback about what South Sudanese communities wanted the transitional justice process to look like, with a strong gender component. With this information, the project focused on building the capacity of local civil society organisations to advocate for the inclusion of the voices of women in future transitional justice mechanisms and for the adoption of transitional justice legislation that would respond to their priorities.

The review will start as soon as possible and will be entirely home-based with no travel to South Sudan possible. Applications will be reviewed on a rolling basis.

POSITION DESCRIPTION

Reports to: South Sudan Programme Manager

Deadline for submission of deliverables:  25 June 2022

Location: Remote working/ home-based

ROLE OVERVIEW AND DELIVERABLES

  1. Design and facilitate a rapid final review and evaluation of the project
  2. Submit to LAW a written report on the final review and evaluation, including:
    1. Lessons learnt and success stories indicating the effectiveness of the project and its impact,
    2. Gaps in implementation and recommendations for improvement,
    3. Review of the work of the partners and provide recommendations on improving coordination and the quality of partnerships,
    4. Analysis of the strength and weaknesses and unintended effects of the project, in particular in relation to effectiveness, coherence with the context, conflict sensitivity, and learning and adaptation, and provide recommendations for improvement in future projects design,
    5. Any additional practical recommendations on the challenges met by the project and their impacts on the delivery of the objectives.
  3. Other related outputs as agreed upon between the Consultant and LAW.

EXPERIENCE, SKILLS AND QUALIFICATIONS REQUIRED

  • Master’s degree in development studies, social science, law or a related field.
  • At least five years’ experience in monitoring and evaluations in the humanitarian or development sector, with a record of monitoring projects with an emphasis on gender.
  • Demonstrated experience in conducting evaluation or being involved in strategic decision-making processes and at the senior management level in projects involving transitional justice, GBV, CRSV, the WPS Agenda and gender equality more generally.
  • A thorough understanding of the security and political context in South Sudan and of protection issues and human rights in general.
  • Demonstrated experience of a minimum of three years conducting evaluations of projects focusing on rule of law, justice, gender equality, GBV or a related field, implemented in a complex operating environment,
  • Excellent written and oral English, research, and drafting skills.
  • Excellent relationship management skills and experience working with civil society organisations at the grassroot level.
