Consultancy - Consolidating LAW Global Theory of Change

LAW’s rapid growth over the last few years and the related expansion of the number of programmes and offices would benefit from updating the current theory of change (TOC) of the Global Strategy and accompanying M&E tools and policy.

Background

Legal Action Worldwide (LAW) is an independent non-profit organisation of lawyers and jurists. Working in the front lines in fragile and conflict-affected contexts, LAW empowers individuals and communities who have suffered human rights violations and abuses to obtain justice and strengthen institutions to deliver justice to them. LAW’s approach is built on four interlinked pillars: legal aid and empowerment, strategic litigation, technical assistance and advocacy and policy. Our areas of focus are: addressing discriminations, ending impunity, securing transformative justice and strengthening access to justice and the rule of law. Set up in 2013, LAW has programmes and presence in Africa, Europe, South Asia and the Middle East. Our headquarter is in Geneva, Switzerland.

Overview and Scope of Work (SOW)

LAW’s rapid growth over the last few years and the related expansion of the number of programmes and offices would benefit from updating the current theory of change (TOC) of the Global Strategy and accompanying M&E tools and policy.

Re-designing the Theory of change aims to :

  • Improve the ability of LAW to monitor progress and measure impact
  • Maxime synergies and exchange on lessons learnt and best practices across programmes
  • Support effective communication both internally and externally
  • Feed into the next Global Strategy 2026-2028 process
  • Ultimately, contribute to the fully fledge evaluation of LAW model

Objectives and activities of SOW

LAW is looking for an external expert to carry out a pre-evaluation of LAW model and build up a pathway toward a future evaluation of LAW.

The main objectives of this consultancy are to:

1. Look at LAW operating model across the different geographic programmes and thematic work, including a focus on the four pillars of LAW’s approach ie.

  • Legal Aid and Empowerment
  • Strategic litigation
  • Technical assistance
  • Advocacy and Policy

2. Consolidate a comprehensive LAW Global Theory of Change to reflect the growth of the organization and its scope of work

3. Develop the high-level results framework informed by the TOC

4. Refine and deepen accompanying M&E tools including recommendations for Global Indicators in order to more effectively track outcomes

5. Outline the scope of a possible second phase of this strategy work

Deliverables

1. A detailed work plan of the pre-evaluation to be completed within 2 weeks of start.

2. A report on the pre-evaluation detailing outcomes from this process, including a consolidated TOC in narrative and visual form. The report should be max. 20-25 pages.

3. A (PowerPoint) presentation with highlights from the report.

4. A high-level results framework informed by the TOC

5. Recommendations for accompanying M&E tools including for Global Indicators

6. Training to LAW staff on the high-level results framework, including recommended M&E tools, processes and approaches.

All documents should be submitted in English.

Consultancy methodology and Duration

Consultancy methodology should include review of pertinent and core LAW documents, series of interviews with board members, management and staff in addition to (online) workshops with management and staff to feed into the process. We would welcome the suggestions of the selected consultant on the methodologies and activities of the consultancy.

We are aiming to start this project in May 2024 with final project completion by end of July 2024 and are looking for a consultancy support between 20-25 days over this period. The consultancy is remote but some time in the Geneva office for meetings and interviews is desirable.

We invite proposals from consultants with: expertise in theory of change development and associated monitoring and evaluation tools for INGOs through a collaborative process, experience with access to justice in fragile and conflict affected countries as well as advocacy at various level (grassroot, national, regional, international). The consultant will work closely with the grants and partnerships manager with input from various staff and stakeholders.
